It is up to you to determine the legal ramifications of running this patch and, if needed, getting permission from Bethesda to apply it. Permission to use this program is only for people who have already purchased Morrowind, still legally own a license, and only if the following is accepted: I wrote it for personal use so I wouldn't have to manually patch my file every time I change some MCP options (or applied other utilities that change the executable). This patch has been tested only with version (GOTY) with only a specific number of MCP options applied. It will run, but not necessarily work, on any file named Morrowind.exe (no version or CRC checks are made - it blindly writes its changes).
